It means that lender does not accept that subclass. It does not mean you cannot borrow, and it is a policy position rather than a judgement on you.
Because we work across a panel of more than 35 lenders, a decline of that kind is information about where not to apply in Parramatta. The work is finding the lender whose policy already fits, which avoids the repeat applications that damage your credit file.

Individual lenders publish or apply their own limits by subclass, and those move. We would rather check your subclass against current policy than hand you a table that was right last quarter.
The Surcharges You Cannot Borrow
NSW applies a foreign purchaser duty surcharge of nine per cent from 1 January 2025, on top of ordinary transfer duty. There is also a foreign owner land tax surcharge of five per cent from the 2025 land tax year, charged annually for as long as you hold the property.
Neither of these can be borrowed. Duty is paid in cash at settlement and the land tax surcharge is a recurring bill afterwards, so both come out of the same savings you were planning to use as a deposit. Budget a deposit and nothing else and you can be a long way short at the contract stage on a Parramatta purchase.
Whether they apply to you turns on whether you are a foreign person for duty purposes, which depends on your visa and residency status rather than on where you were born. Revenue NSW decides that, and it is worth confirming rather than assuming. FIRB, and Where It Sits in Your Order of Work
Foreign Investment Review Board approval is a separate process from your loan, run by the Treasury rather than by any lender. An overseas credit file is a separate issue. Australian lenders cannot see it, and a thin local file reads as no history rather than as good history. Time in your current job, an Australian bank account with a visible savings pattern and any local credit conduct all carry more weight than they otherwise would.
Neither of these is a barrier so much as a reason for choosing the lender carefully. A file that is difficult for one assessor is ordinary for another who sees it every week, and knowing which is which is most of what we are being paid for.
Visas, Deposits and Surcharges
Can I buy a property in Parramatta on a temporary visa?
In broad terms yes, with two conditions attached. The finance side is a matter of finding a lender that accepts your subclass and holding the larger deposit those loans usually require.

Considerably, and it is the single biggest lever most couples have. Applying jointly with an Australian citizen or permanent resident spouse can move you from a temporary resident deposit into something much closer to a standard one.
It affects more than the deposit. The range of lenders willing to look at the file widens, and that usually improves the terms as well as the odds.
Do I pay the foreign purchaser surcharge if I live here?
It depends on whether you count as a foreign person for duty purposes, which turns on your visa and residency status rather than on how long you have been in the country. Permanent residents are treated differently from temporary visa holders.
Where it applies it is nine per cent on top of ordinary transfer duty, paid in cash at settlement, and there is a further five per cent land tax surcharge each year you hold the property. Revenue NSW is the authority on your status and it is worth confirming rather than assuming.
Should I wait for permanent residency before buying?
It is a real question and the answer is arithmetic rather than principle. Waiting usually means a smaller deposit and a wider choice of lenders, and it avoids the surcharges if they currently apply to you. Buying now means being in the market at today’s price.
